Residence permits

The state fee for services (payment code - 5740) is paid to one of the following accounts of the State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania (company number 188659752).

The following people are exempt from fees for the administration of the documents for the issue or replacement of a temporary residence permit of the Republic of Lithuania and the issue or replacement of the residence permit of the Republic of Lithuania:

• Participants of the resistance, who were granted the legal status of a volunteer fighter or a freedom fighter, acknowledged in accordance with the procedure, established in the Law on the Legal Status of the Participants in the Resistance Against the Occupation of 1940-1990 of the Republic of Lithuania, and persons, listed in Art. 3 of the Law on the Legal Status of the Victims of the Occupations of 1939-1990 of the Republic of Lithuania, who, based on this law, are granted the legal status of the victim of the occupations;
• Persons under 16 years;                                                 
• Foreigners, who were granted asylum or temporary asylum in the Republic of Lithuania, their family members, coming to live with them;
• Persons under 18 years old, whose guardian (carer) is a citizen of the Republic of Lithuania;
• Persons, who have submitted documents to confirm their Lithuanian origins or the right to restore their citizenship of the Republic of Lithuania, or documents, issued to confirm the preservation of the right to the citizenship of the Republic of Lithuania, and their family members;
• Foreigners, who cannot be returned to a foreign state or deported from Lithuania in accordance with the provisions of the Law on the Legal Status of Foreigners of the Republic of Lithuania, or whose deportation from the Republic of Lithuania has been halted;
• Foreigners, who cannot leave Lithuania due to a dangerous state of health and who needs immediate medical attention;
• Foreigners, who are planning to study, learn, train, participate at qualification improvement courses or vocational training if they have been accepted to become a full-time student at a higher education institution, or a pupil at an educational institution, studying according to a high school educational programme, if they have been invited for an internship, qualification improvement or vocational training according to international agreements of the Republic of Lithuania, ministries or Governmental institutions, other state institutions or institutions and agreements, signed with appropriate foreign state institutions, based on their competence;
• Foreigners, who are allowed to stay and live in the Republic of Lithuania, because they are or were victims of human trafficking or illegal labour and are cooperating with a pre-trial investigation institution or a court in fighting against human trafficking or crimes, related to human trafficking or illegal labour, involving particularly exploiting labour conditions or when the person involved is a minor;

• Citizens of the United Kingdom of Great Britain and Northern Ireland and their family members who have acquired the right of residence in the Republic of Lithuania before transition period (before 31 December, 2020) as citizens of the European Union and their family members.

The following people are exempt from fees for the administration of the documents for the issue or replacement of a permanent residence permit of the Republic of Lithuania and the issue or replacement of the residence permit of the Republic of Lithuania: 

• Participants of the resistance, who were granted the legal status of a volunteer fighter or a freedom fighter, acknowledged in accordance with the procedure, established in the Law on the Legal Status of the Participants in the Resistance Against the Occupation of 1940-1990 of the Republic of Lithuania, and persons, listed in Art. 3 of the Law on the Legal Status of the Victims of the Occupations of 1939-1990 of the Republic of Lithuania, who, based on this law, are granted the legal status of the victim of the occupations;
• Persons under 16 years;
• Foreigners, who were granted asylum or temporary asylum in the Republic of Lithuania, their family members, coming to live with them.
